Small community organisations providing human services in Australia are in crisis following introduction by governments of funding practices based on quasi-market constructs of 'purchasing' and 'contracting'. These organisations traditionally based their structure and practices on participation of, and accountability to, the local community. Explicit positioning of government as "customer" fundamentally alters this relationship. The research partners are increasingly aware of the practical issues for community management committees attempting to mediate these changes. In this research the emergent structures and practices of community organisations will be critically examined, and their impact on service provision analysed, through qualitative methods and textual analysis.Read moreRead less
Maximising the contribution of NGOs in a new planning framework for community services provision. This interdisciplinary study will investigate how the contribution of NGOs in a new planning framework for community services can be maximised. This is important as the Friedman Results Accountability Planning Framework is being adopted in NSW for whole-of-government, cross-sector, regionalised planning. Using participatory action research, this first Australian study will test and develop the framework's capability to bring forward, value and fully utilise the knowledge of diverse communities and organisations. The research will open up possibilities not only for streamlining and delivering better human services but also for developing social capital with strong applications for social policy and local government.Read moreRead less

Conceptual modelling involves using knowledge representation techniques to support the requirements engineering phase of the software life-cycle. Agent-oriented conceptual modelling is a relatively new technique that offers significant benefits in modelling complex organisational information systems. However, several problems need to be addressed with current agent-oriented conceptual modelling languages and methodologies. In the context of a PhD dissertation, this project will develop an improved agent-oriented conceptual modelling framework and related requirements elicitation techniques drawing on advances in Artificial intelligenct, Requireents Engineering and Organisational Semiotics. The practical deliverables of this project will address the needs of a large complex government organisation.Read moreRead less

The proposed research will be the first attempt to evaluate the roll-out of compacts in Australia. In order to ensure that the new compacts continue to be responsive to the needs of both government and community organisations it is crucial that their early operation be evaluated and the findings used to create ongoing mechanisms for monitoring, outcome evaluation, and skill-building. The proposed project will assist Austraian governments to identify performance indicators for outcomes in the context of the compacts, particularly those that lead to the effective contribution of community organisations in policy development.Read moreRead less

Effective service delivery, community development and environmental management are crucial issues for Australian rural communities, albeit varying regionally in type and importance. This project will demonstrate how their quality of provision depends on the structure and capacity of regional governance-including the roles of local and other tiers of government, other institutions, and private actors. It considers the need for flexible governance, and for systems of service delivery and management tailored to regional problems and capacities.Although these themes will be developed in a representative sample of three NSW rural regions, the findings will have wider national implications.Read moreRead less
