Understanding recent Australian trends in alcohol consumption and harms. This project aims to provide critical insight into recent trends in alcohol consumption and related harm in Australia. This project aims to provide critical insight into recent trends in alcohol consumption and related harm in Australia. Many indicators of harm from alcohol have increased dramatically in the past decade, while drinking behaviours appear largely unchanged. This project aims to investigate two potential explanations for these trends: that apparent increases in rates of alcohol-related harm are driven by operational or administrative practices rather than by increases in actual harm; and that stable per-capita consumption data obscures divergent drinking behaviours, with increases among heavy drinkers driving increasing harm rates. The project aims to inform alcohol policy debates, which rely on robust trend data.Read moreRead less
Improving social and economic outcomes for children of incarcerated mothers. This project aims to identify how children’s experiences of maternal incarceration shape their life course. These children are one of the most vulnerable yet invisible groups in society and are rising in number. This project aims to identify how children’s experiences of maternal incarceration shape their life course. These children are one of the most vulnerable yet invisible groups in society and are rising in number. This project intends to interrogate system contact with child protection, justice, education and health agencies using a unique linked dataset across 30 years and over three generations, to describe social and economic outcomes and how prison, child and maternal characteristics affect them. The project expects to provide critical evidence that can inform prevention strategies, with the potential to disrupt intergenerational patterns of profound disadvantage and reduce the social and economic costs of maternal incarceration to individuals and society.Read moreRead less
Regulation of Indigenous Safety Strategies: Night Patrols & Policy. This project aims to identify the qualities that make Indigenous night patrols (NPs) unique, to inform and improve the capacities of agencies and regulatory authorities and indigenous communities to work together, leading to greater security, peace and safety. This project aims to identify the qualities that make Indigenous night patrols (NPs) unique, to inform and improve the capacities of agencies and regulatory authorities and indigenous communities to work together, leading to greater security, peace and safety. Crime and safety in Aboriginal communities remains a major concern. NPs, an Australian innovation developed by Aboriginal communities, have become key players in local crime reduction strategies, and carry the endorsement of both government and Aboriginal communities. However, they are operating in an environment of increased ‘top-down’ control and regulation. Does greater accountability to government weaken NP’s ‘cultural’ accountability to communities? This project explores the qualities that make NPs unique. This includes the prominent, and neglected, role of Indigenous women as patrollers and clients, who may lose out should NPs become like mainstream community safety mechanisms.Read moreRead less
View and shape invariant modeling of human actions for smart surveillance. This project aims to enable surveillance cameras to interpret videos and detect unexpected activity in real time. This project aims to enable surveillance cameras to interpret videos and detect unexpected activity in real time. Existing surveillance cameras are unable to interpret videos. Because most are not monitored in real time, they play no role in improving security response time. The project plans to develop algorithms to detect actions from any camera viewpoint in continuous videos, a capability that is imperative for smart surveillance yet missing in current techniques. This would improve security and safety response time to events that need immediate attention, such as crimes and medical emergencies, and offer autonomous aids to elderly care, smart homes, child minding, patient monitoring and post-trauma rehabilitation.Read moreRead less
Material well-being in the Australian welfare state. This project will use Australian Bureau of Statistics data on incomes, wealth and time use to construct a picture of material well-being in contemporary Australia. The results will show how material well-being relates to stages in the life cycle, to family types, and to relative affluence and relative poverty. Comparisons will be drawn between these results and a similar Australian study based on data from the late 1980s. International compari ....Material well-being in the Australian welfare state. International comparisons will also be attempted. The findings provide important guidelines for public policy and especially for welfare policy.Read moreRead less
Child Dental Benefit Policies and the Health of Australian Children. This project aims to examine the early effects of two recent initiatives by the Australian government to improve children’s dental health by providing funds to cover essential dental services for children from disadvantaged families. This project aims to examine the early effects of two recent initiatives by the Australian government to improve children’s dental health by providing funds to cover essential dental services for children from disadvantaged families. It explores the factors affecting eligible children’s access to benefits from these initiatives and identifies the causal impacts of these changed health care financing arrangements on children’s consumption of dental services, indicators of oral health and general health, and other indicators of cognitive and non-cognitive development. Using advanced econometric techniques and panel datasets, this project is expected to contribute to the development of effective policies for promoting health and wellbeing.Read moreRead less
Rethinking collaborative federalism in Australian schooling policy. The governance of schooling in the Australian federation is in flux and undergoing significant contestation, with serious questions being asked about whether national policy arrangements are fit for purpose and decision-making processes are achieving the policy aspirations of collaborative federalism. The governance of schooling in the Australian federation is in flux and undergoing significant contestation, with serious questions being asked about whether national policy arrangements are fit for purpose and decision-making processes are achieving the policy aspirations of collaborative federalism. This project aims to examine how Australian governments engage in collaborative schooling reform by focussing on processes associated with the formulation of the new post-2023 National School Reform Agreement. The research will engage in ‘real time’ policy analysis, engaging with policy stakeholders to examine collaborative processes centred on the new agreement, and to consider how to improve future national decision-making processes.Read moreRead less
Informing intervention responses to violent offenders through data linkage. The project aims to capitalise on new data access capacity to improve knowledge on violent offender pathways and criminogenic needs, such as acquired brain injury, to reduce offending and re-offending. Violence is a major social and health issue nationally and internationally. While there has been substantial investment in treatment/prevention campaigns, rates of violence remain high. Using diverse linked administrative data, we will identify key risk factors and times in trajectories, as well as effective treatment/justice responses. Expected benefits include evidence-based recommendations and engagement with policymakers targeting recidivism, offender screening, treatment, and coordinated violence prevention policy and practice.Read moreRead less
Nanny state or good public policy: Do the benefits of mandatory health programs justify the loss of consumer choice? Governments are increasingly turning to mandatory programs to improve health. Such programs are appealing because there are high health benefits from universal participation and low costs for promotion and monitoring the program. Governments are increasingly turning to mandatory programs to improve health. Such programs are appealing because there are high health benefits from universal participation and low costs for promotion and monitoring the program. However, this apparent benefit relies on restriction of personal choice, which may impose welfare losses on consumers. Evaluations generally ignore loss of choice, despite evidence suggesting consumers value the ability to choose. This study will estimate the impact and value this loss of consumer choice, explore program specific factors and consumer characteristics influencing the valuation, and determine whether and how restricted choice should be explicitly considered when evaluating public health programs.Read moreRead less
Developing the capacity to model the impact of interventions that target high-risk drinking among young Australians. Alcohol use is a major contributing factor to social and health problems among young Australians. The project will inform the development of effective policy by providing multidisciplinary research evidence and the capacity to model how various interventions impact on the prevalence of alcohol-related problems.
