Aboriginal and non-Aboriginal sex-offenders in Australia: Assessing risk for practice and policy. A key priority of Australian governments is to improve community safety through reducing the risk of sex offenders re-offending after release from prison. This project will assess the validity of tools used to predict the risk of sexual offender recidivism and identify alternate risk assessment tools for Indigenous and non-Indigenous sex offenders.

Child sexual exploitation is an insidious social problem which impacts the most vulnerable children and young people in Australia. The DICE project (Disrupting Child Sexual Exploitation) aims to develop a multi-agency response which pivots the focus of intervention to the sexual exploitation predators who target vulnerable young people in statutory care. Previous interventions have prioritised protecting (and controlling) the young people, with limited success. Through a trauma informed approach which supports young people, combined with disruptive police strategies targeting perpetrators, and co-ordinated multiagency working, it is anticipated that there will be measurable changes to the protection of vulnerable young people. Aged care has been identified as a significant contributor to the growing fiscal problems predicted for Australian government finances during the next 10 to 20 years. This project will develop the cutting-edge modelling tools needed to allow Australia to make informed decisions about possible reforms in aged care financing. It will create significant national benefits by allowing detailed assessment of the distributional impact of a wide range of possible reforms, including how the outcomes of any policy change will affect disadvantaged sections of our society, whether different generations will be fairly treated, and the impact by gender.Read moreRead less

The protection of whistleblowers and other internal witnesses to corruption, misconduct and maladministration is a great unsolved problem in public sector governance. Involving 11 integrity institutions, this first national study of internal witness management will describe and compare organisational experience under varying public interest disclosure regimes across the Australian public sector. By identifying and promoting current best practice in workplace responses to public interest whistleblowing, the project will use the experience and perceptions of internal witnesses and first- and second-level managers to identify more routine strategies for preventing, reducing and addressing reprisals and other whistleblowing-related conflicts.Read moreRead less

The Commonwealth recently concluded that the projected increase in health outlays over the next few decades is unaffordable. Policy makers are therefore going to face difficult decisions about health funding, the balance between government and consumer contributions to health costs, and about taxes (which fund public health outlays). They do not currently have adequate modelling tools to help them make sound decisions. This project aims to redress this situation, by constructing a microsimulation model of the health sector, with a capacity to assess the likely distributional impact of possible policy changes and their revenue or expenditure implications.Read moreRead less

Organisational responses to whistleblowing. This project aims to examine the adequacy of organisational responses to whistleblowing (employee reporting of wrongdoing). So far, research into public-interest whistleblowing has revealed much about the incidence, significance and experience of whistleblowers. This project now extends the research to the other side of the issue — the organisations. By comparing employee and managerial experience in multiple public and private sector organisations in Australia and New Zealand, the project intends to identify the factors that influence good and bad responses across a range of institutions; provide a clearer basis for reform of policies, procedures and law; and set benchmarks for comparative research worldwide.Read moreRead less

This project aims to evaluate and validate broad capabilities of advanced chemical profiling using benchtop and portable gas chromatography–mass spectrometry for forensic applications. Establishing guidelines for sampling various matrices, key performance measures, and improving chemical and residue identification for drug profiling in clandestine laboratories and public venues, chemical warfare agents, and chemical toxins is expected. Anticipated outcomes for project partners in defence and policing include detailed knowledge of sample and residue composition and on-site assessment of chemical risks with immediate feedback. Benefits should include improved community and security services safety by enhanced detection of harmful substances.Read moreRead less

Despite a surge of policy reforms and Australian government investment in early childhood education and care (ECEC), little is known in Australia about how local ECEC markets function and how low-income families make decisions about the use or non-use of child care services. This project will provide evidence for policy-making and service provision that aims to encourage child care use by low-income families. The direct involvement of child care providers in the research will strengthen its relevance and impact. This research will place Australia at the forefront of international research on local child care markets, and resulting improvements in ECEC policy and services will generate substantial economic and social benefits.Read moreRead less
