Community safety is at the forefront of policing policy and procedure. As gatekeepers to the criminal justice (and to a lesser extent the mental health) systems, the police play a pivotal role in promoting and maintaining the health, safety and wellbeing of the community. This programme of research will provide much needed quality information and empirical evidence about the current practices, policies, and procedures for dealing with the mentally ill who come into contact with the police. In a broader sense the research will have dramatic, wide-reaching practical outputs for all of Australia, and help contribute to increased levels of community safety and reduced levels of victimisation of some of the most vulnerable in our society.Read moreRead less
Validation and Verification of Electronic Evidence: Developing a Testing Regime for Digital Forensic Software Reliability. Law Enforcement is analysing an exponentially-increasing quantity of Electronic Evidence - a 100,000 fold increase was experienced by the NSW police in the last decade. This is clear indication that computer related evidence is now an essential component of traditional crime investigation as well as computer crime. We intend to streamline the investigative process. This can only occur with the development of a validation framework from which we can build a testing regime to establish reliability of forensic tools and therefore the forensic investigative processes. The police role in victim and witness support: researching a best practice model. The experience of victims and witnesses is instrumental in building public confidence in the criminal justice system. The experience of victims and witnesses is instrumental in building public confidence in the criminal justice system. Negative experiences with the agencies of criminal justice reduce not only the likelihood that individuals will engage in future, but also the likelihood of their friends and families doing so. The experience of victims and witnesses is therefore central to the creation of an inclusive and participatory criminal justice system. This project aims to strengthen public participation and trust in criminal justice agencies by developing transferrable research-based service delivery systems that better meet the needs of victims and witnesses. The influence of visible traffic enforcement on the incidence of other crime: Implications for intelligence-driven crime prevention. This project marks the first scientific investigation in Australia examining the potential for visible traffic enforcement to reduce other crime. It will: (i) examine the effect of routine traffic enforcement [deployed via traffic specific intellegence] on general crime rates (study 1); and (ii) determine whether the targeting of visible enforcement at crime "hots ....The influence of visible traffic enforcement on the incidence of other crime: Implications for intelligence-driven crime prevention. This project marks the first scientific investigation in Australia examining the potential for visible traffic enforcement to reduce other crime. It will: (i) examine the effect of routine traffic enforcement [deployed via traffic specific intellegence] on general crime rates (study 1); and (ii) determine whether the targeting of visible enforcement at crime "hotspots" can heighten this effect (study 2). The results of the studies will be examined in light of relevent theoretical perspectives pertaining to crime prevention, such as "broken windows" and deterence theories. The research complements a national move to increase intelligence-driven enforcement activities and will inform policing policy and crime prevention strategies worldwide.Read moreRead less
Improving the analysis of trace DNA samples in forensic science and human identification. The introduction of DNA technology into forensic science has revolutionised this profession, by generating a very high level of individual discrimination through genetic profiling. However, there are still many crime scenes from which it is proving difficult to obtain sufficient DNA sample for such powerful profiling. This project will develop modifications to current techniques and procedures, as well as ....Improving the analysis of trace DNA samples in forensic science and human identification. The introduction of DNA technology into forensic science has revolutionised this profession, by generating a very high level of individual discrimination through genetic profiling. However, there are still many crime scenes from which it is proving difficult to obtain sufficient DNA sample for such powerful profiling. This project will develop modifications to current techniques and procedures, as well as new novel approaches, to improve the targeting, collection, extraction and typing of trace amounts of biological samples. These results will significantly improve our ability to fight crime, especially high volume crime, act as a deterrent, and assist in disaster victim identification.Read moreRead less
Speeding recidivism, crash risk and the impact of penalties and sanctions on speeding behaviour. Road traffic crashes make up one quarter of deaths due to injury (ATSB 2004) with speeding a major contributing factor. It has been estimated that the yearly cost of speed related crashes alone amounts to $1 billion (MUARC 1993). We aim to examine the effect of increased penalty regimes on speeding offenders and its relationship to their traffic and criminal histories. Results will reveal relationships between high level speeding, speeding recidivism and crash involvement, and to what extent they are associated with other anti-social and illegal behaviour. Based on the results and relevant theory, a model will be developed to inform policymakers on speed prevention education and legislation.Read moreRead less
The Effectiveness of Forensic Science in the Criminal Justice System. Policing plays a major role in combating crime in the community, reassuring and assisting persons affected by crime so that they can continue, or return, to enjoying their lives. Forensic science is increasingly relied upon by law enforcement to solve crime, and by the judicial system to prosecute offenders. However, the value and impact of forensic science has yet to be established. Through a comprehensive examination of forensic science usage in the criminal justice system in Victoria and ACT, this research will develop an evidence-based best-practice model for using forensic science efficiently and effectively. This will benefit the Australian community through the achievement of better and more cost effective criminal justice outcomes. Read moreRead less

Leaders are seen as exemplifying and guiding the climate of police organisations. This project will deliver comprehensive, comparative, and internationally relevant empirical data on the relationship between leaders' approach and behaviours and the achievement of outcomes in these significant, high profile public sector organisations. On this foundation the project will make recommendations on innovative institutional design to achieve ethical, effective and efficient policing capable of withstanding the challenges of the future. This will increase public confidence in policing, resulting in safer communities and improved crime control. This proposal contributes to the ARC research priority of Safeguarding Australia.Read moreRead less

The protection of whistleblowers and other internal witnesses to corruption, misconduct and maladministration is a great unsolved problem in public sector governance. Involving 11 integrity institutions, this first national study of internal witness management will describe and compare organisational experience under varying public interest disclosure regimes across the Australian public sector. By identifying and promoting current best practice in workplace responses to public interest whistleblowing, the project will use the experience and perceptions of internal witnesses and first- and second-level managers to identify more routine strategies for preventing, reducing and addressing reprisals and other whistleblowing-related conflicts.Read moreRead less

Counter-terrorism policing will be investigated by focusing on the impact of counter terrorism measures on the police, community, media and legislative/policy framework. An interdisciplinary approach is taken to the first ever examination of how counter terrorism is changing both the policing function and linguistically and culturally diverse communities. It will produce a counter-terrorism policing model that challenges traditional paramilitary responses to terrorism that centrally locates diverse communities/policing relationships at the heart of the counter-terrorism policing effort. With cross jurisdictional application, the qualitative and quantitative data, will inform a broad scholarship with wide ranging policy implications at both the state and federal level.Read moreRead less
