The history, operation and efficacy of the Custody Notification Service. This project aims to assess the efficacy of the Custody Notification Service (CNS), an Australian innovation for preventing Indigenous deaths in police custody. The risk of Indigenous deaths in police custody remains unacceptably high. This project will focus on two jurisdictions where the CNS has been operating for over fifteen years to provide an in-depth socio-legal investigation of the history and operation of the service. Using legal analysis and empirical research, the project is expected to develop tools for evaluation and identify ‘best practice’ for optimal operation. Establishing Guidelines for Coronial Best Practice Use of Internal Autopsy. Last year in Queensland 2700 Coronial internal autopsies were conducted at a cost of $5.3 million. In addition to the economic cost, other relevant concerns include few qualified personnel, public health risks, and cultural and religious sensitivities associated with internal autopsy. Anecdotal evidence suggests that for a number of these deaths, the internal autopsy was not necessary to establish cause or circumstance ....Establishing Guidelines for Coronial Best Practice Use of Internal Autopsy. Striking Hard at crime: criminal justice practice in China today. Australia has established a bilateral human rights dialogue with China. Chinese society is increasingly violent and its crime problems are increasingly transnational in nature. Some of the crimes targeted in China's current anti-crime policy have direct impact on our political refugee policy in Australia, in particular, Falungong adherents applying for refugee status. Juror confidence in justice: democratic participation or deference to authority? Australia will be better protected from terrorism and crime if its justice system has the confidence of its citizens. Currently it does not. Without such confidence, justice offers neither a credible deterrent nor a protector of rights. Courts are typically designed and run using a hierarchical model of authority, while new therapeutic and restorative approaches make justice processes more democratic.
