The purpose of this project is to document and assess the implementation of a new government program in the area of Indigenous employment and remote communities. The story of the Aboriginal Land Rights Act (ALRA) that established the land councils, made provisions for land recovery and enterprises, and reshaped Aboriginal people's relationship with the state has not been told. The existing instruments for measuring poverty have become disconnected from the life events that cause poverty and the deprivation experienced by those with low income. A new approach is needed that is focused on how low-income, deprivation and joblessness produce unacceptable outcomes, particularly for children.
