This project aims to address long-term unemployment and labour market exclusion of disadvantaged and vulnerable groups by generating new employer-led solutions. The project expects to create, with employers, successful strategies for recruiting disadvantaged workers into better quality jobs, and to co-produce best practice employer engagement toolkits and minimum job quality standards. Anticipated outcomes include increasing the success of government-funded employment programs by improving employment opportunities and reducing cycling between work and welfare. Significant benefits for disadvantaged groups, businesses and society will result in increased employee wellbeing, organisational performance and economic competitiveness.Read moreRead less
Understanding and preventing workforce vulnerabilities in midlife and beyond. This project aims to model and explain the governance dynamics of welfare to work in Australia, New Zealand and the United Kingdom. Australia regularly undertakes major governance reforms in providing welfare to the unemployed and other groups in need. In this dynamic environment, welfare agencies are struggling to deliver benefits to the most disadvantaged people. Services must balance the need to meet central performance requirements against the desire to help clients. The project aims to create a new framework for understanding how policy instruments and design experiments can improve services for those who are in need.Read moreRead less

This project aims to analyse the implementation of a 'digital first' employment services system, its effects on frontline services and governance, and its potential for policy learning. It expects to generate new knowledge on how digitalisation changes interactions between jobseekers, providers, employers and the government, by working with our industry partners in a collaborative innovation lab. Expected outcomes of this project include a theoretically informed, and practically tested, model of how digitalisation can promote service design and policy innovation that benefits jobseekers and employers. This should provide significant benefits for welfare system design, service outcomes, and policy learning nationally and internationally. Read moreRead less
Welfare receipt, demoralisation and mental health: how can welfare reform promote personal wellbeing and social inclusion? Welfare recipients are more likely to experience mental disorders and have poor wellbeing than non-recipients, and this can be a barrier to employment. This project examines the factors that may improve their mental health, promote employment outcomes, and help the Commonwealth Government develop effective welfare reform policies.

In 2004-5, the Commonwealth is to spend some $20 billion on these income support programs, which are received by over 2 million citizens. There is significant national and international policy focus on welfare-to-work measures. Major changes in Australia for PPS and DSP recipients are to be implemented from mid-2006, and the project will enable us to better understand how these changes are experienced. This most recent package of measures is also linked to policy concerns about expanding the workforce as the population ages. The project findings will contribute substantially to the priority goal of strengthening Australia's social and economic fabric.Read moreRead less

With declining unemployment, the possibility of labour force shortages in future years, and an annual expense of $20 billion on income support in Australia, policy makers are concerned with increasing the economic participation of social security recipients. This project will provide policy makers and service providers with important comparative assessments of the way policies designed to promote economic participation are executed by frontline staff and will provide essential data for designing policy which is more effective in assisting the unemployed to find sustainable paid employment. It will address the National Research Priority of promoting and maintaining good health through strengthening Australia's social and economic fabric.Read moreRead less

Mental disorders such as depression are a major cause of disability. Improving mental health can increase productivity and workforce participation. However, the psychosocial quality of work is a factor that overlays the relationship between work and health. Poor quality work (for example, unreasonable time pressure, insecurity) increases the risk of poor mental health, absenteeism, and exit from the workforce. This project will analyse data following people over time to investigate the long-term health and employment consequences of poor psychosocial job quality, and consider the special case of mature age workers. It will identify those individuals at greatest risk, and factors that can buffer against the adverse effects of poor quality work.Read moreRead less

The project seeks to build an evidence base to address the public policy problem of how to develop a sustainable workforce in the publicly-funded disability sector based on quality jobs for care workers and flexible high-quality care. Under new social care arrangements, money for care is allocated directly to vulnerable people to purchase their own services. Cash-for-care changes the organisation of paid care work in ways that pose significant risks for workers and for the development of sustainable social care workforces. This project intends to examine outcomes for care workers under cash-for-care and to identify regulatory strategies for creating quality work for paid care workers in flexible, high-quality care systems.Read moreRead less
