How do poor women redefine and expand conventional approaches to governance, local and international security, and sustainable development? It explores the mechanisms that produce and reproduce women's empowerment and/or marginalisation with particular attention to resilient local knowledges that open-up possibilities for democratic reconstitution of society.

Appropriate mechanisms through which the mainstreaming of gender can take place are considered, and the levels of governance involved - the relationship between gender mainstreaming and state structures, and the effect of this relationship on policy implementation will be examined. Consolidated democracies are better able to manage internal conflicts, and less likely to pose a threat to their neighbours via arms trafficking, refugee flows, and transnational terrorism.
