An outcome of a recent review of the WRL fishery (FRDC 2015-236) was to conduct a sensitivity analysis on a range of parameters utilised by the Western Rock Lobster (WRL) stock assessment model. Recent stock estimates consider the population of the western rock lobster to be at record high levels. Therefore, even relatively minor differences in lobster catchability can have profound effects due to the multiplicative effect of increased stock size. With the recent marine heatwave off the WA coast producing record-high, projected increases in water temperature, and the substantial increased population abundance and size composition, there are likely to have been substantial changes in the catchability of lobsters during the IBSS, which may be impacting on the stock projections being produced for the fishery. The continued reliance of the stock assessment on independent indices while commercial fishing patterns (fishery dependent indices) become more consistent, requires that the variation in lobster catchability during these surveys is accounted for. If industry seek to increase WRL quotas in future seasons to take full advantage of the recent free trade agreement with China, it will be beneficial if the stock assessment is based on reliable indices of abundance to determine the appropriate TAC. Setting the quotas too low would affect industry’s profitability, while setting them too high would reduce fishers’ catch rates, affect the spawning stock and risk the sustainability of the fishery. Accounting for the biases impacting on abundance indices use to drive the stock assessment model (thus improving the accuracy of the model) will allow the fishery to maintain fishing at an appropriate level that achieves its harvest strategy target of maximising its economic yield and maintains a healthy spawning stock.

The integration of aquaculture and wild fisheries is becoming increasingly recognised as a tool for enhancing fishery productivity (Taylor et al, 2017). Re-stocking and stock enhancement following recruitment failure could lead to faster fishery recoveries, and also be used to supplement natural recruitment to provide a more consistent and higher yield harvest from year to year. Development of supply chains for scallops into domestic and overseas high-value live markets requires consistent supply. Due to climatic variability and highly variable natural recruitment there is an urgent need to investigate scallop stock enhancement using hatchery-produced juveniles in WA.
A key element for success will be the development of reliable, efficient and scalable seed production systems, which will be based on previous research findings integrated novel, contemporary shellfish production technology. During this project, 16 million cultured scallop spat are planned to be released. The annual yield of scallops from the Rottnest SWF Zone A is 25 to 50 tonnes (whole scallop weight), or approximately 250,000 - 500,000 scallops assuming an average weight of 0.100 kg/whole scallop. This Project aims to release on average 8 million spat each year of the Project (600,000, 1,500,000 and 6,000,000 of 10mm, 5mm and 2mm spat respectively), which could contribute 45,000 hatchery-produced scallops to the catch each year assuming 2.50%, 1.00% and 0.25% of 10mm, 5mm and 2mm spat released respectively were captured, increasing yield by 8.3 – 16.6 % in the annual production, demonstrating the feasibility of scallop stock enhancement.

Ciguatera Fish Poisoning (CFP) causes the largest number of seafood-related food safety incidents in Australia. In NSW and southern QLD waters, CFP is mostly related to Spanish Mackerel (Scomberomorus commerson). Ciguatoxins (CTXs) produced by marine microalgae (Gambierdiscus spp), are polyether toxins that accumulate in fish and cause CFP when fish are eaten. CTXs are heat stable, odourless, tasteless, and toxic at low concentrations, therefore it is very difficult to distinguish toxic fish. In ....Ciguatera Fish Poisoning (CFP) causes the largest number of seafood-related food safety incidents in Australia. In NSW, since 2014, 31 people have contracted CFP after consuming Spanish Mackerel caught locally, mostly through recreational fishing.
Validated commercial monitoring methods for CTXs are unavailable internationally, although research tools for CTX measurement have been developed. Regulatory methods for CFP prevention are to avoid certain fish species, fish of certain sizes (ie >10kg), or fish from certain regions. In Australia, effective prevention methods have not been clearly evaluated. This results in Spanish Mackerel that are safe to eat potentially being excluded from sale, resulting in significant losses (ie > ~$200k p.a in NSW). This project addresses this issue, which was identified as high priority in the Australian ciguatera research strategy formulated at a recent workshop (27-28th March, 2019).
In 2014, FRDC (Tactical Response) and the NSW Recreational Fisheries Trust funded an initial study on the incidence of CTXs in NSW Spanish Mackerel. CTX was present in flesh and liver samples (1-7% incidence), and was not clearly correlated with the weight of individual fish. This information showed that CFP risk management may require reassessment. This project will advance knowledge by: evaluating methods of detection of CTXs; determining detailed predictive data on CTX incidence; and evaluating environmental and biological factors associated with CTX in Spanish Mackerel to allow for an evaluation of risk assessment strategies. This information will benefit industry by enhancing consumer safety and industry confidence, and enabling the sale of safe Spanish Mackerel.
Objectives: 1. Determine industry CTX needs and conduct of review of available CTX measurement tools (including cell based assays, ELISA kits, and LCMS) against these needs. Conduct an assessment of the currently available screening tools to determine which, if any, hold promise for industry use. Conduct a viability assessment for how a tool might be used in industry or, if none of the currently available tools are appropriate, make recommendations for future activities to develop a rapid screening tool that meets industry needs. 2. Obtain samples of flesh and liver from ~300 individual Spanish Mackerel of all sizes caught in Industry relevant regions of NSW waters over a period of 2 years, as well as length, weight, sex and site information, with the participation of the Sydney Fish Market and commercial fishing Cooperatives. Obtain samples from any individual Spanish Mackerel associated with illnesses in NSW or QLD. Measure CTX1B and other available CTX analogs using best practice methods identified in Objective 1. 3. The current application is to produce the SAFS reports in 2020 and address strategic issues outlined above. In order to ensure the continuation of SAFS beyond 2020, it is essential for jurisdictions to develop ownership of the reports and to embed SAFS processes in core business, and for efficiencies in production and report management to continue to progress. A parallel project to develop jurisdictional reporting services is also underway to assist jurisdiction develop their jurisdictional chap ....The current application is to produce the SAFS reports in 2020 and address strategic issues outlined above. In order to ensure the continuation of SAFS beyond 2020, it is essential for jurisdictions to develop ownership of the reports and to embed SAFS processes in core business, and for efficiencies in production and report management to continue to progress. As documented in the independent audit of SAFS 2016 (FRDC project 2016-143), the process of compiling SAFS on a co-operative basis between FRDC, Australian government agencies and all fisheries jurisdictions has led to greater joint collaboration, as well as transfers of methodologies and processes, to deliver higher quality and more credible stock status reporting which can be accessed nationally and internationally, as well as assisting in policy decisions regarding changes to particular fisheries management arrangements and in research priorities. Primary drivers for National reporting of the SAFS include: (i) the State of the Environment Report 2011, i.e., ‘lack of a nationally integrated approach inhibits effective marine management’; (ii) a recommendation of the House of Representatives Inquiry into the Role of Science for Fisheries and Aquaculture (Netting the Benefits Report 2012), i.e., ‘producing national status report regularly’; (iii) the Australian Fisheries Management Forum national statement of intent, i.e. a key outcome of ‘Goal 1’ is the National Status of Australian Fish Stocks Report; (iv) the National Fishing and Aquaculture Strategy 2015–20, i.e., ‘Goal 1’ of this strategy will be partially measured by an increased number of fisheries assessed as environmentally sustainable in the Status of Australian Fish Stocks Reports (this includes reducing the number of stocks assessed as uncertain); (v) the FRDC RD&E Plan 2015–20, i.e., key targets for deliverables against National Priority One include (i) “Increase the number of species to 200 in the national Status of Australian Fish Stocks Reports” and (ii) “Reduce the number of species classified as ‘undefined’ from the current figure of approximately Objectives: 1. Given recent indications that the distribution and abundance of seagrass habitats may influence prawn recruitment there is a need to better understand the relationship between prawn recruitment, environmental conditions and habitats. Understanding these relationships is required to clarify the uncertainty around stock fluctuations and improve stock assessments. The information is also required so that management can be more cognisant of the impacts of environmental conditions on annual recruitment variability and implement adaptive management strategies, such as altering seasonal arrangements, to prevent overfishing.
Similarly, the recent MSC assessment of the EGPMF fishery has highlighted the need to clarify the uncertainty in fishery independent surveys and stock assessments including the influence of environmental factors on indices, and collect environmental and habitat data to detect changes in risk to habitat due to fishing including ongoing monitoring of critical habitat types.
Therefore, the development of broad scale fishery specific, cost effective monitoring techniques is essential to assess and monitor the association between critical fish habitats, environmental drivers and prawn recruitment. These techniques need to be developed at appropriate temporal and spatial scales to allow for early intervention of appropriate management measures, such as adjusting spatial and temporal closures, to ensure the long term sustainability of stocks and maintain MSC certification. Given that recruitment in a number of the State’s other invertebrate fisheries appears to be influenced by environmental drivers developing techniques to understand these relationships is a critical component of ensuring the management of WA’s fisheries resources is based on robust science.
Objectives: 1. Collate and review historical, satellite, habitat and environmental data for the Exmouth Gulf and Shark Bay ecosystems to identify factors that may influence recruitment. 2. Assess the ability of different techniques, at various spatial and temporal scales, to identify, assess and monitor critical fish habitat and environmental conditions which may affect recruitment patterns of prawns into the Exmouth Gulf Prawn Managed Fishery 3. Like many cephalopod assessments, the current SA Southern Calamari assessment is basic as scientific advances have not occurred at the same rate as advances for finfish or crustacean assessment methods. Therefore, the successful development of an assessment program for Southern Calamari in SA would provide a valuable scientific contribution to several other Australian squid fisheries as they often encounter similar assessment difficulties
Overcoming key knowledge gaps and incorporating information on environmental drivers will be a key focus of this project, in order to develop an assessment that accounts for the full complexity of cephalopod population dynamics. However, there are limited resources to undertake an assessment in SA as the commercial MSF has a low gross value product (GVP) but has high assessment needs across several species. Therefore, a cost-effective assessment program must be developed to allow for its regular application, which is necessary for short lived species such as Southern Calamari.
The proposed project will address two FRDC strategic plan outcomes (Growth for enduring prosperity, and best practices and production systems) by developing a best practice assessment program that can be applied for Southern Calamari in SA and be extended for use in other fishery jurisdictions. An assessment program that provides confident management advice, such as TACC setting, will maximise resource use across all sectors by establishing a robust stock assessment that increases certainty in stock abundance and allows sustainable fishing strategies to be developed.
Objectives: 1. Review global cephalopod assessments to identify potential assessment methods for Southern Calamari and how environmental variables could be incorporated. 2. Evaluate the suitability of available fishery-dependent and fishery-independent data from the SG and GSV prawn fisheries to develop recruitment indices. 3.
