This project aims to study how transport infrastructure supports innovations, productivity gains, and industrial development. This project will study the effects of this development on productivity and resource allocation in the manufacturing sector, output and efficiency growth, and the spatial allocation of capital and labour inputs. The project expects to build a geospatial database covering China's full transportation network from 1993-2014, merge this database with manufacturing plants’ longitudinal data, and apply (quasi)-natural experiments for analyses. Knowledge derived from this project will be significant for Australia because China’s productivity, resource allocation, and competitive advantage directly impact Australia’s industrial development, employment and sustainable economic growth.Read moreRead less

This research will examine the proposition that small business policy systems affect the structure and strategy of SMEs and in turn the sectors within which SMEs innovate and specialise. It will involve an analysis of SME policy systems; sectors of SME specialisation based on patent data, annual reports and firm web sites; and a longitudinal study of the strategy and structure of 29 case study firms in 3 sectors in 3 countries based on in-depth interviews and focus groups. Findings will provide a basis for improved policy advice concerning the mechanisms for encouraging small firm innovation and competitiveness in critical sectors.Read moreRead less
Harm-minimisation policies and the economics of controlling illicit drug use. The use of illicit drugs and its consequences are of major concern in Australia. Policies seeking to directly curb illicit drug use have met with mixed success and, over time, pressure has been placed on policymakers to switch toward increased reliance on harm-minimisation policies. This switch can generate adverse incentive effects by reducing the user costs of illicit drug use which acts to increase illicit drug use. ....Harm-minimisation policies and the economics of controlling illicit drug use. Cost-effectively mitigating these adverse incentive effects can improve the effectiveness of policy by promoting harm- minimisation without seriously sacrificing drug use abstinence objectives. This project aims to assist in achieving enhanced University capability in technology transfer which is regarded by government as cruicial to improving national innovation performance. I seeks to identify the determinants of effective technology transfer and provide in-depth understanding of the social process involved in transferring both inventions and associated scientific knowledge from universities to corporationss. Employing a contingent effectiveness model, the research will focus on the characteristics of the transfer agent, the transfer recipient, the transfer medium, the transfer object and the demand environment. Results and recommended strategies will be communicated to university and industry managers and government officials.Read moreRead less
Material well-being in the Australian welfare state. This project will use Australian Bureau of Statistics data on incomes, wealth and time use to construct a picture of material well-being in contemporary Australia. The results will show how material well-being relates to stages in the life cycle, to family types, and to relative affluence and relative poverty. Comparisons will be drawn between these results and a similar Australian study based on data from the late 1980s. International compari ....Material well-being in the Australian welfare state. International comparisons will also be attempted. The findings provide important guidelines for public policy and especially for welfare policy.Read moreRead less
Designing illicit drug policy solutions: the role of participation. This project aims to study whether the design of illicit drug policies can be enhanced with participation. As a complex social problem, the development of new policy design solutions requires participatory processes which engage multiple stakeholders and make explicit the underlying values and goals. The project aims to study the effects of participatory policy design and generate new innovative technologies of participation. The expected outcomes are new knowledge and practices for policy design, including policy design solutions for three current policy dilemmas for Australian governments. The benefits of more effective and participatory illicit drug policies include the economic, social and health gains accrued when policy works.Read moreRead less
The science-policy interface in policy theories: a comparative case study of street-level policing for illicit drugs. This project will analyse two prominent policy process theories by their application to illicit drugs policing case studies, this having never previously been done. This project will analyse two prominent policy process theories by their application to illicit drugs policing case studies, this having never previously been done. The project aims to assess the scientific merit of the two competing policy process theories; examine their applicability to policing; and study the ways in which each theory can account for the interface between science and policy. The project will create new knowledge in relation to the scientific merit of the theories, and the role of science in police policy formation. This new knowledge will assist those working at the interface between science and policy to enhance policy analysis and policy influence in this strongly contested domain.Read moreRead less
Governing during an ocean climate crisis: Building integrative capacity . This project aims to investigate how strengthening institutional integrative capacity will lead to more effective integrated oceans management (IOM). Integration across sectors and jurisdictions will enhance cooperation, coordination and policy coherence. This project expects to identify new and innovative approaches to implement IOM by identifying which components of integrative capacity can be improved. Expected outcomes of this project include practical new directions for IOM in Australia and Canada that will increase collaboration between governments, industry, Indigenous groups and communities. This study will improve oceans governance and benefit countries' efforts to mitigate climate change impacts on the marine environment. Read moreRead less
Problem gambling: development and application of a new conceptual framework for aetiology and treatment. Around 470,000 Australians (3.3% of the adult population) are estimated to have 'significant' or 'severe' gambling problems. This project responds to the call for a new framework for theorising and researching problem gambling (Productivity Commission, 1999). Currently, the research literature is characterised by disagreement about definition, causes, and treatment. At the community level, different stakeholder constructions of problem gambling have deadlocked debate. There is a clear need to re-think existing approaches. This project applies an innovative, social-scientific methodology specifically designed to analyse complex, real-world social problems in order to develop a new conceptual framework for understanding and treating problem gambling.Read moreRead less

The project aims to strengthen public inquiry as a policy tool in governance transitions about controversial science and technology. The adequacy of public inquiry in Australia as an authoritative ‘advisory mechanism’ on the promising benefits and (socio-) environmental effects of ‘big’ science and technology is a growing public policy problem. The project will review whether the public inquiry is too decoupled from governance and environmental change. Through transdisciplinary participatory conduits, a deeper inquiry capacity is expected to address important national challenges of sustainability, economic and social prosperity, energy security, climate change and international competitiveness.Read moreRead less
