Resourcing Public Law Enforcement Agencies in the 21st Century; Coercion, Sale and Gift. This project will analyse three basic means of enhancing the resources of public law enforcement agencies: circumstances wherein police command cooperation from private institutions; those where police buy and sell services; and those where police are the beneficiaries of private sponsorship. By speaking truth to power, and finding out who gets what, when, where and how, AGaRN seeks to build knowledge through collaborations and create a national centre of excellence in governance and regulation. Focusing on governance, or steering society through networks (public, private and voluntary), it seeks to improve the policymaking and regulatory capacity of Australian governments by providing better evidence-based policy advice. Patents and patent administration are key to the rules of the game in the knowledge economy. The study will analyse how a group of smaller national patent offices including Australia?s, are responding to the agenda of patent harmonization that is being led by the US, European and Japanese patent offices. What is the impact of this agenda on Australia's interests? Should Australia take the lead in pushing for a regional patent organization? Using sociolegal techniques, the study will answer these and other key questions facing Australian policy makers.
