Tax evasion and the underground economy have recently become a topical issue in Australia. The underground economy is said to exist when a person either fails to declare cash earnings or overstates consumption expenditure in order to minimise their tax paying obligations. This current project will undertake the first international analysis of the behaviour of those participating in the underground economy and how these individuals respond to changes in taxes and economic opportunities. The results will contribute to future decisions that may affect tax policy, tax audit programs and taxpayer compliance initiative strategies, particularly those affecting Australia. Understanding macroeconomic fluctuations with unobserved networks. Whilst empirical evidence suggests that firm-level shocks can have large aggregate effects, via network connections, macroeconomic policies have mostly an aggregate nature. This project aims to build a new framework to disentangle aggregate shocks from shocks to individual units. Whilst empirical evidence suggests that firm-level shocks can have large aggregate effects, via network connections, macroeconomic policies have mostly an aggregate nature. This project aims to build a new framework to disentangle aggregate shocks from shocks to individual units. The major innovations are i) to infer the network from the data and ii) to jointly estimate aggregate factors and network effects. Expected outcomes are i) measures of systemic risk and ii) a theoretical framework to study the optimality of aggregate versus sectoral stabilization policies. Benefits include a better understanding of macroeconomic fluctuations in Australia and proposed economic policies to mitigate large and persistent declines in employment and GDP.Read moreRead less
The Impact of Hiring and Firing Costs on Wages and Unemployment. Hiring and firing costs are a crucial part of intense debates over relationships between labour market flexibility, wages and unemployment. However, we have little information about their levels and structure. Using a new theoretical model of the impact of hiring and firing costs, together with information from a large-scale survey of Australian firms, this project quantifies their impacts on wages and unemployment. Better information about these impacts will contribute to current policy on training, unfair dismissal laws, and regulation of overtime. Efficiency gains from better policy will be a major national benefit, together with improved prospects for unemployed Australians.Read moreRead less
Risk management with real-time financial and business conditions indicators. This project will develop new methods that combine financial and macroeconomic information that arrives at different intervals to better understand the implications of this information for risk management and policy decision-making. This will support better risk management strategies especially when economic conditions are very volatile.
Real economy and financial networks. This project aims to analyse the Australian economy from the network perspective. The network approach’s emphasis on the structure of interactions between firms, banks and consumers is important for understanding the economy. The project intends to develop a model of a production network using the input-output links between sectors, including imports and exports, and focusing on credit-lending relations that may cause economic distortions. It also aims to adv ....Real economy and financial networks. It also aims to advance a theory and estimation methodology for the network formation models useful for prediction and policy analysis. Anticipated benefits include mitigation of economic risks and improved policies.Read moreRead less
The dynamics of job creation and job destruction in Australia. The Project focuses on the processes of job creation and destruction in Australia using sophisticated econometric modelling and an innovative mix of data sources. The research outcomes will deliver benefits in the improvement of labour market policy. Special focus will be on the impacts of structural change, trade liberalisation and the role of small business. The research will fill major gaps in the literature by providing new insights into job creation and destruction processes and the consequences for unemployment, at levels of disaggregation and in sectors not previously studied, notably, full-time/part-time; public/private; the service sector; as well as demographic variability.Read moreRead less

Summary
Robust inference for behavioural models in economics and finance. The project will develop novel methodology to estimate behavioural models in economics and finance, which may give better insights on economic development. Knowledge gained from this project will be useful for Australian industries, banks, investment funds and the government for the effective formulation of their business strategies and policies.
The Labour Supply and Saving of Older Australians: Behavioural Responses and Economic Impact. This project aims to enhance our understanding of the economic impacts of labour force participation and saving behaviour of those in the retirement "window" (55-65 years), through econometric investigation, economy-wide modelling, and stochastic simulation. Such analysis is important because demographic transition is triggering volatile change in retirement related policies. Neither saving behaviour under a mandatory retirement saving regime nor labour supply in the retirement window is well understood. Aggregate labour supply and saving response to policy change have major implications for both government obligations and market efficiency. The outcomes of the project are thus expected to better inform policy formulation.Read moreRead less

This project will develop behavioural micro-foundations for economic models with heterogeneous agents. In these models the interaction of decision rules used by agents leads to complex phenomena at the aggregate level, for example, the cycles of bubbles and crashes. The agents switch between decision rules on the basis of past performance. However, a broad range of specifications of the rules and switching mechanisms has led to many degrees of freedom in modelling. In this project, laboratory experiments with paid human subjects will be used to discipline this modelling. The resulting models will improve macroeconomic and financial policy responses to volatile market conditions.Read moreRead less

Macroeconomic models of the Australian economy play a key role in the design of monetary and fiscal policy. Policymakers use these models either implicitly or explicitly, and usually begin to learn about them in principles courses. Parity relationships are foundation elements of these models, and have powerful implications for our understanding of macroeconomic dynamics. Classical statistical tests may have falsely led to an unhealthy agnosticism regarding many of these relationships. This research will bring more appropriate statistical techniques to bear upon the problem, and if successful will restore confidence in decision-making processes and the relevance and applicability of macroeconomic models.
