This project will use empirical investigation to develop a multidimensional model depicting the organisational practices that are vital for quickly establishing and maintaining trusting relationships in emergency management collaboration. Trust is the crucial but often neglected element that determines the success of collaboration. Expected outcomes include the creation of the first rigorously established knowledge base for understanding what mechanisms are effective to overcome conflicting cultures in Australian emergency management arrangements and successfully build trusting relationships. Governments across Australia spend billions of dollars per year on contracting out of their services, yet there is very knowledge of the costs and benefits of contracting out. The existing research on contracting out tends to focus narrowly on issues such as cost. This research will examine a much broader range of consequences associated with contracting out including changes in the distribution of resources, changes in political ....Redistribution and Risk in Contracting Out Government Services. This research will examine a much broader range of consequences associated with contracting out including changes in the distribution of resources, changes in political power between groups and changes in the nature of service delivery. Resourcing Public Law Enforcement Agencies in the 21st Century; Coercion, Sale and Gift. This project will analyse three basic means of enhancing the resources of public law enforcement agencies: circumstances wherein police command cooperation from private institutions; those where police buy and sell services; and those where police are the beneficiaries of private sponsorship. The potentials and limits of these three forms of exchange will be studied in each Australian State and Territory, in ....Resourcing Public Law Enforcement Agencies in the 21st Century; Coercion, Sale and Gift.
