Hospitals are complex, dynamic systems confronted by increased demand in the face of shrinking real capacity. Managing such systems is currently undertaken with sub-optimal analytical support, particularly when demand and capacity are changing and resources must be manipulated to respond to such changes. In this project, the investigators will apply a mathematical modelling approach to the analysis of hospital patient flows. Furthermore, they will employ statistical process control methodologies to the problem of recognising and responding to changes in the flows, so that performance objectives are met. In doing this, they will give health service managers and clinicians a significant advantage in deciding how best to manage a constrained resource to maximize access, throughput and patient outcomes.Read moreRead less

This research will contribute to a body of knowledge that informs government policy and falls under a National Research Priority - Promoting and Maintaining Good Health. Obesity is a serious health problem among adult Australians and the situation is likely to worsen if left unchecked. The first task in addressing this issue is to identify who is at risk. In this project we will use multiple and robust techniques to examine this issue. Our research will therefore help in targeting public resources to those that can really benefit, as we hypothesise markets in health do not clear efficiently for a multitude of reasons. Resolving patients' complaints about hospitals: Responsive regulation by health ombudsmen. Ombudsmen help ensure integrity and accountability in societal institutions. Ombudsmen help ensure integrity and accountability in societal institutions. This study of patients' complaints about hospitals to health ombudsmen in two states, and the responses of hospitals, will produce evidence on strategies for making hospitals more responsive to the public and more accountable for the quality of their care. Australia was a world leader in establishing health ombudsmen and this study will explore their impact upon the hospital system. Evidence-based strategies are needed to improve the accountability of service providers and regulators. Social and economic benefits flow from empowering patients and from improving hospital performance.Read moreRead less
Financing aged care in Australia: Mitigating fiscal gaps and maintaining intergenerational equity. Aged care has been identified as a significant contributor to the growing fiscal problems predicted for Australian government finances during the next 10 to 20 years. This project will develop the cutting-edge modelling tools needed to allow Australia to make informed decisions about possible reforms in aged care financing. It will create significant national benefits by allowing detailed assessment of the distributional impact of a wide range of possible reforms, including how the outcomes of any policy change will affect disadvantaged sections of our society, whether different generations will be fairly treated, and the impact by gender.Read moreRead less
The Distributional Impact of Health Outlays: Developing the Research and Modelling Infrastructure for Policy Makers. The Commonwealth recently concluded that the projected increase in health outlays over the next few decades is unaffordable. The Commonwealth recently concluded that the projected increase in health outlays over the next few decades is unaffordable. Policy makers are therefore going to face difficult decisions about health funding, the balance between government and consumer contributions to health costs, and about taxes (which fund public health outlays). They do not currently have adequate modelling tools to help them make sound decisions. This project aims to redress this situation, by constructing a microsimulation model of the health sector, with a capacity to assess the likely distributional impact of possible policy changes and their revenue or expenditure implications.Read moreRead less
Using Law To Improve Population Health and the Quality of Health Care Services. There are huge gaps in our understanding of how legal rules and processes impact population health and the quality of health care services in Australia. This research program will begin to fill those gaps by addressing topical issues such as medical negligence litigation, the coroner's role in injury prevention, and the use of medical science in the courtroom. There are huge gaps in our understanding of how legal rules and processes impact population health and the quality of health care services in Australia. This research program will begin to fill those gaps by addressing topical issues such as medical negligence litigation, the coroner's role in injury prevention, and the use of medical science in the courtroom. The findings will be useful to government policymakers, regulators, and judges, as well as professionals working in both the legal and health care fields. But most importantly, the findings will serve patients by helping to shape strategies and reforms that enable Australia's health care system to deliver services that are safer, of higher quality, fairer, and more efficient.Read moreRead less
Incentives and performance in the health care system. Changes in financial incentives for health care providers will have direct effects on their behaviour, which in turn influences patients' health outcomes, quality of care, and access to health care for the population. Changes in financial incentives for health care providers will have direct effects on their behaviour, which in turn influences patients' health outcomes, quality of care, and access to health care for the population. The research will provide a richer understanding of the effects of incentives, and will influence policy on the design of incentives for health care providers in Australia. Changes in incentives will ensure patients receive more appropriate, higher quality, and less costly health care, in the most appropriate settings, and delivered by the most appropriate health care providers. This will have direct effects on population health and well-being and the capacity of individuals to lead healthy and productive lives.Read moreRead less

This work will provide vital information on the Australian public's attitudes and preferences towards organ donation and allocation strategies, and inform the development of a national organ donation strategy that considers the public's preferences for different policies to increase organ donor rates. This project will directly address the National Research Priority of 'promoting and maintaining good health'; increasing the availability of donor organs, and improving the equity and transparency of organ allocation in Australia will lead to improved health outcomes for patients on transplant waiting lists around Australia, and improved health outcomes for patients not previously eligible for transplant (e.g. some dialysis patients)Read moreRead less
Maximising the Effectiveness of Public Health Policies: The Case of Smoke-Free Policies. Promoting good health and well being for all Australians is a key National Research Priority. Promoting good health and well being for all Australians is a key National Research Priority. Tobacco smoking is the largest single preventable cause of death in Australia, and while much has been achieved in tobacco control in Australia, there has been little systematic effort to understand or improve the relationship between research and policy implementation. This project will provide a deeper and more sophisticated understanding of both how to maximise the effectiveness of smoke-free policies, and, through that increased understanding, how to best manage the implementation of public policies that seek to facilitate changes in the behaviour of individual citizens.
