This project will yield new and important perspectives from citizens on preventive health and health promotion, which can be used to develop better targeted and more effective prevention and promotion policies and strategies. Citizens views will be investigated in relation to vexed issues such as: new approaches to financing and program delivery, reorienting the health insurance sector, reorienting the health system to focus more on prevention and health promotion, improving current approaches of consumer participation in prevention and chronic disease management, tackling broader issues in public policy trade-offs between health and non-health, diversifying workforce roles and involving health professionals in prevention and promotion.

The findings from this research will inform the development of public health policy on the most cost-effective utilisation of resources for preventing cervical, anogenital and head/neck cancers, and genital warts, in women and men, due to human papillomavirus (HPV). We will evaluate strategies for using emerging screening and vaccine technologies to prevent HPV-related disease, and assess potential adverse outcomes of vaccination. Men are currently not covered by routine vaccination or screening programs; this research will assess the benefit to men of vaccinating women only, and will consider the impact of vaccination and other interventions targeted towards men.

Recent research indicates that domestic violence is the leading contributor to death, disability and illness in women aged 15-44 in Australia and leads to health costs of $314 m annually (VicHealth 2004, Access Economics 2004). Routine screening is a low cost measure aimed at prevention and early intervention for domestic violence, which has been successfully introduced for women entering antenatal, early childhood, mental health and drug and alcohol services operated by NSW Health. The research will be the first study of its size to consider the outcomes of routine screening for domestic violence in public health settings in the Australian context.

The emergency contraceptive pill (ECP) is an effective method for the prevention of unwanted and unplanned pregnancy, with the potential to reduce abortions. The study aims to provide evidence of whether the rescheduling of ECP in Australia so that pharmacists as well as doctors can dispense it, has improved its accessibility and use by women at risk of abortion. It will also assess whether pharmacists feel confident, well-trained and supported to provide it and whether abortion rates have reduced. The study will provide policymakers with the evidence to assess whether this important initiative is effective and what is needed to improve its effectiveness.

Agreements as a mechanism for community participation in health policy: Understanding process and evaluating effectiveness. Improving the health of Indigenous people requires health policy that is inclusive and proactive rather than crisis driven. Formal agreements outline responsibilities and accountabilities in a shared framework that respects the rights of the parties involved. This project will evaluate the quality and effectiveness of agreements in Indigenous health by assessing their ability to change the way governments and communities work together to improve health. The project will help ensure that future agreements reflect shared solutions for improving the health of Indigenous people in a respectful and effective way. It will also determine whether agreements work to bring community and government together to reduce inequalities in health.
