Summary
Rates of blood-borne viruses and sexually transmissible infections are high among the Aboriginal and Torres Strait Islander population. A local initiative in western Sydney has trialed a new approach to engagement and care of Aboriginal people. We will implement this approach in services across NSW and evaluate its effectiveness as a sustainable and acceptable model for engaging Aboriginal people in care and develop an implementation plan for future roll-out to other services.

Using improved markets to reduce over-extraction of groundwater. This project aims to investigate the key aspects needed for a successful groundwater market, including extraction limits, innovative trading systems and reasonable transaction costs. Environmental agencies struggle to know how best to measure these relatively intangible benefits, but doing so is important to ensure value for money from public investments. Environmental economists have developed and applied a wide range of methods for estimating NMVs. The methods vary in their comprehensiveness, accuracy and cost. Yet no rigorous tool is available to assess (a) which NMV method is best to implement, accounting for its cost and its potential to improve decisions, or (b) whether any NMV method improves decisions enough to warrant its cost. In creating such a tool, this project will deliver a key breakthrough in environmental economics.Read moreRead less
Redesigning Landcare policy to better coordinate across landholders. This project aims to study how landscape-sensitive economic incentives and social norms can be leveraged to enhance the short- and long-term effectiveness of conservation programs. It will yield new knowledge for innovative designs in conservation contracting that is urgently needed to address worsening environmental threats in Australia and worldwide. In collaboration with Nobel laureate Vernon Smith’s team, new methods and protocols will improve our ability to generate better data and better understand how social and incentive mechanisms can constructively interact to facilitate collaborative environmental action. Results will help make the achievement of environmental targets and the use of public funds more cost-effective. Read moreRead less
From Productivism to Multifunctionality? Agri-environmental Governance in Australia and the United Kingdom. This project is concerned with the policy debate surrounding the governance of farming and natural resource management. This project is concerned with the policy debate surrounding the governance of farming and natural resource management. It addresses the question of whether Australia can combine a liberalised economy with a shift from highly intensive, 'productivist' agriculture towards more sustainable land management and viable rural communities. The research will contribute to an understanding of the concept of 'multifunctionality', which has policy implications for agriculture, trade and international relations.Read moreRead less
Regulation and Governance of Agricultural Biotechnology: GMOs in Australia and the United Kingdom. Agricultural biotechnology has won Australian government support for its economic development potential but has associated ethical, consumer and environmental risks. The proposed research will contribute to the important task of successfully negotiating agricultural biotechnology futures through a comprehensive analysis of policy and regulatory structures, and stakeholder perceptions of impacts on environmental and economic sustainability. A comparison with the UK provides a valuable point of reference in evaluating policy and regulatory responses. Since the UK is a significant market for Australian produce, the outlook of UK consumers and the regulatory response of the government are highly relevant to Australian policy decisions.Read moreRead less
Managing Carbon Offsets to Improve Australian Climate Policy Effectiveness. This project aims to evaluate the Emissions Reduction Fund-Australia’s flagship climate policy-by using a combination of state-of-the-art theoretical and experimental economic methods. This project expects to generate new knowledge by investigating how the use of aggregators (intermediaries) and contract design impact the current regulation. Expected outcomes of this project include a clear scholarly understanding of how ....Managing Carbon Offsets to Improve Australian Climate Policy Effectiveness. Expected outcomes of this project include a clear scholarly understanding of how to redesign the regulatory system to deliver better environmental outcomes for less public funds. The insights gained should provide significant benefits to both Federal and State Australian policymakers (as well as policymakers worldwide) on the design and implementation of carbon offsetting mechanisms.Read moreRead less
Informing economic policies to enhance an efficient and sustainable use of water resources in a context of high uncertainty on future climate. The main purpose of this project is to assess how economic instruments can be used to improve water resources management in a context of uncertainty and climate change.
Improving water market outcomes through a better understanding of market behaviour. The issue of water resources and their sustainable use is probably the most important issue facing the rural sector. The issue of water resources and their sustainable use is probably the most important issue facing the rural sector. The water reform process and its aim to secure water for the environment will cause economic and social pain and result in structural change within the irrigation sector. Properly functioning water markets will play an instrumental role in facilitating this process by providing water for the environment and allowing water to move between competing resources. This study will enable policy makers and water managers to optimise the positive outcome of water markets and increase the likely success of programs to purchase environmental water.Read moreRead less

There is great potential for rainforest reforestation to help in the protection of Australia's tropical flora and fauna. Little is known, however, about how to reforest pasture to rainforest for the purpose of maximising the recovery of native biodiversity. We propose a unique experimental study of rainforest reforestation practices with biodiversity conservation as a primary goal. Reforestation is currently an unlikely option for most landholders in Australia's tropics given the lack of data on the economic benefits obtainable from such efforts. Our study examines the profits obtainable through the carbon market for each reforestation approach with the goal of increasing the feasibility of rainforest reforestation in North Queensland.Read moreRead less
